10. 總結：內控、企業管理兩三事。

1) 內部控制，建立各部門[權責制衡]機制，我最常遇到的情形：

i. [不知道或不認同]工作本質的權責。

整體環境認為[費用請款]，發生費用部門，只要取得該部門最高主管簽核，會計部、財務部不得拒絕請款，一定要進入付款流程。👈此類型環境，可能不太適合設置[財務控制長]Finance Controller，因為，環境已經說明[財務會計不得控制請款]。您說呢?!

ii. [小時候]的Emily也被糾正過：緊急付款申請單，可以跳過[會計部]，直接請財務部進入付款作業！

內部控制精神：除了零用金機制，所有請款單(或稱付款單)，經過權責主管核准後，宜會計部/會計人員先進行入帳，才會進入付款作業流程。👈檢核[申請付款的單據]適當性=檢核[交易單據適當才能入會計帳]，宜先進入會計流程再進入財務付款流程；如果先付款，演變成一定要入帳，弱單據不適當，可以補單，而控制力較低。

iii. 會計部門認為，他們只負責拿到單據即入帳(被動)、提出財務報表就好了；費用發生沒有請款、ERP系統沒有將交易拋轉到會計帳務等等，都是別人的責任。👈確保會計帳務完整性是會計部門的責任；舉例：水電費沒請款，會計單位可以自行依照歷史資料預估金額。

iv. 某些職務設定為擁有特定權利、卻沒有相對責任或無從限制：

a. 老闆秘書協助傳達命令；環境氣氛演變：秘書講的話，就是老闆的意思，他人不敢質疑、或遲疑而降低工作效率；或者，子公司氣氛圍繞[總部說]…。👈可以請教是秘書個人建議/猜測或老闆指示、請教消息傳達人：總部哪一個人(部門及職稱)說的?

b. 稽核部門得以請求翻閱任何資料，包括薪資紀錄；人資部門得以因為薪資保密，拒絕提供薪資紀錄。👈人資部門應告知稽核部門，調閱薪資紀錄，請向OOO(董事長或稽核主管)申請核准調閱。這應是已經制度化的事情。

v. 報表是系統跑出來的，因此，製作報表這項工作的負責人(work owner)是[電腦系統]。

貴公司有沒這樣的情形呢?!

如果發生在特定職級的主管身上，建議老闆考慮該主管是否具備足夠的領導能力，因為那會影響您的團隊[士氣]及[當責]的認知，最後才是專業的成長。

特定職級：我定義是中階Manager(上面還有Director、VP的那一種經理)；當然，如果發生在Director身上，那就很____。供您參考，請自行定義您的容許度。

什麼意思?! 👈 [控制功能]喪失、放水，[控制功能]與[執行功能]手牽手做不該做的事情。原因有很多，透過稽核或職務輪調雖然有可能發現，但無法[即時]發現，部分公司透過[檢舉信箱]方式提醒大家不要做不好的事情，也不要胡亂檢舉。供您參考。
