2: Organizational Resources and The Purposes of Centralized or Decentralized
Work Power and Responsibilities
Explanation: I would like to explain my
understanding of business management work models and share examples below for
your reference.
(1)
In departments work functions integration is to
centralized managing work capabilities of similar work professions, it
beneficial to overall controlling the resources of similar type. In this kind
of situation, those operating purposes are usually as below:
A.
To integrate the need of work profession in order to
increase the bargain power of purchasing
to achieve the work goal.
B.
To control the
overall status of the assets used in the work organization in order to
do inventorying, transferring or allocating properly for
using or timely do renewal and disposal, it is to provide proper tools
or equipment of work for employees.
C.In above A and B, to centralize the
work professions is to centralize the resources, it is managed by the same top
level managerial person, it not only influences on the work efficiency of its
budgeting work, when doing the actual work result and budget comparison, it is
to review actual work result with work plan at the same time, it is majorly
because budgeting work is
seen as a part of business planning
work, or, it is a work
procedure for digitalizing the business plan.
D.In new business development, business
opportunities purpose or it is similar to item B and different to item E, there
is a particular work department responsible for seeking for business
development opportunities, or, it needs to use current consuming resources and
to convert it into resources of making profitability (For example: to transform
a cost center into a profit center). It is usually defined as a Business
Development or Business Planning Department etc.
E.
For overall management purposes, those major work
departments functions are defined as Products, Sales and Marketing, People
Management(Human Resources), Research and Development and Finance and
Accounting, in Chinese language, they are usually described as: PSHRF(產銷人發財), they will be reallocated the work or decentralized
when their business becomes bigger or there will be new created department for
fulfilling the need but lack of it when it is needed.

In (1), for the purpose of internal control and reporting line alignment (For example:
Accounting department of the headquarter), there will be similar work function
when the business is expanding and becomes bigger (For example: Store
Accountants or Accounting unit of the Branch, Plant Accounting), they are
assigned by or rotated from the professional work department of the
headquarter, or, those local/ responsible work department persons (For example:
above Store Accountants or Accounting unit of the Branch, Plant Accounting)
have the work rights and obligation to report directly to the professional work
function departments of the headquarter regularly or irregularly (For example:
Accounting department of the headquarter); in this situation, some of the
companies would consider the work efficiency and work effectiveness and the
work rights and responsibilities of the responsible departments (For example:
the Store Manager, the Brach Manager or the Head of Plant), in their management
policies, they define that the work performance of the store accountants or
accounting head of the branch need to be assessed by the head of the store or
by the head of the branch first, they hope this procedure would help the head
of work area to use their management work power
and the headquarter can also fulfill their work functions of monitoring and its
work effectiveness and work efficiency. Besides, there are companies want to
have immediate checks and balances work result, they define the work level of
brand manager and branch accounting head are the same of their group, it is a
work form of working together and timely control each other, more than that, due
to their reporting lines are not the same managers and there are kinds of work
rotating systems, there are ways of managing the work organization, the work
organization differs from the need and purposes of the management environment.

5. Theme
3: Budgeting Work Processes and Operating Activities
In this paragraph, it continues above work organization structure topic
and I hope could consult the units of the government about the budgeting work
and related operating work activities. It came from recent news reports, it may
cover incomplete scope of the involved information, I hope the government would
like to share involved departments work operation and related legal
regulations.
In annual budgeting work of the companies, it starts from defining the
number of operating revenue of next year as the goal (Income Budget) and it
plans related work activities of creating the income and also estimates the
expense caused from those activities (Expense Budget); below I use this as the
major topic to raise some questions. Thank you!

In recent media news reports, the annual budget proposed
by the Executive Yuan (Expense Budget) is reviewed by the Legislative
Yuan, there are only two units of the government involved. I hope could
consult the government about the proposing and reviewing procedures of budgets
of the Legislative Yuan, the Control Yuan, the Judicial Yuan,
the Examination Yuan and the Office of the President?!

Some legislators expressed that the reason for
deleting the budget amount (expense budget) of a specific unit was that the
unit performed poorly, or, there was a certain work operation not perfect,
etc., they referred to audit-related units’ reported content as part of their
reviewing materials. Please allow me to ask:
A.
The government organization is huge, there will be units
of the government with good work performance, there will also be units of the
government whose work results are not so good. I hope could know whether
related legal regulations of budget system of our government allow the budget
of unfinished cases or those on-going cases be deleted or be suspended without
prior notice?! In this situation, please
also refer to below item B.
B.
To continue the discussion of those news report about the
legislators deleting the budget amount, those scopes including current
on-going cases of some departments and there are activities they need to
perform in the upcoming years and they need to use the amount of the budget,
more than that, some of the departments representatives didn’t know the
budget of their on-going cases will be deleted in the middle of the work
progresses which affects their conducting the work, hence, we can see
that those budget of not good work performance cases may be deleted with no
prior notice, it may affect those units of the government to exercise the
payment obligation defined in the contracts they have agreed with related
supplier, it may cause our government breaching the trust; please share
related legal regulation to support this allowed situation, or, in this kind of
circumstance, do those involved departments of the government or people have the rights to ask for those
legislators who deleted the amount of budget to explain the justifiably of the timing they delete the budget
amount?! If there is related legal regulations please share their sources
and required application procedures, and, if there is no related law to support
the budget deleting work power of those legislators, it means, those legislators are also public
officials, they use this work power to enable our government no need to work
for the payment obligation which has caused the harm to the suppliers of their
rights of receivables, and, in fact, it may not have happened, however,
once happened, does it meet the criteria of applying for a justice to
interpret the Constitution?
Or,

What is the rule for preparing the budget?!(For budget
users, budget preparers)

What is the rule for reviewing the budget?! (For budget
reviewers)

How should the budget amount be measured to maintain the
continued normal operation of various government departments and units without
compromising the established rights of suppliers or any personnel?! Are there
relevant regulations to support this measurement method? Thank you!

Income budget related
A.
To follow theme3 of above paragraph 5, please allow me to
know how many kind of major income our units of the government have?! And, what
are those responsible departments? What are those job titles of their
departments heads?! Take the taxes income as the example, usually, how those
income is defined they belong to the central government income or the local
government income?! Thank you!
B.
In A, I hope could know extended topics about the sources
of local counties and cities funding; when the local government are planning
their sources of funding, besides cash inflow from income, in fundraising in
our country, it is the central government to coordinate the financing or all
those local government need to do it by themselves?! In the discussion of this
topic, I hope could know whether those centralizing group internal financing
needs methods used by Group enterprises in increasing their financing terms
bargain power are applicable to those units of the government or not. Thank

C.
In our country, I assume that the Head of local
government is like the Head of a branch or the Head of a subsidiary of a group,
they have the work obligation of creating income for their local government,
therefore, your response of item A would influence this item C and the
appropriateness of the work roles and responsibilities of Expense budget
related of below (4). Please allow me to know:
- Take the work organization structure of
a group as an example to explain the income allocation between our central
government and those local government, those local government income and
operating funding available for their using can be reserved because
i.Those reserved amount is paid by the central government.
ii.A local government is like a corporate branch, after the local
government created their income, under the compliance of the law, they can
reserve some of the amount and pay those additional amount to the central
government.
iii.A local government is like a subsidiary of a holding company, to
follow the law similar to the rule of dividend distribution, they pay the
dividend to the central government in the proportion the central government
could earn.
i.v.To reserve in following other kind of rule.
D.
In overall income budget of the government or in
particular departments of the government, please share how they define the goal
of next year income budget amount?! Thank you!

Expense budget related
In expense aspect, it is predictable
that there will be fixed cost every year such as salary, rent and expense for
utilities…etc., and there are expense caused from previous year activities and those
activities need to be continued and also pay the expense this year, there are
activities start from this year and there are some expense for urgent need this
year etc. To follow above (3), please allow me to know:
A.
What is the annual budget discussion procedure of our
government?!
In this topic, I hope could know the
meeting procedures of the government of our country and how the meeting
efficiency and effectiveness is controlled?! Take budget reviewing meeting as
an example, which unit of the government is responsible for the controlling?! Thank
you!
In recent news report, Mr. Chen Chi
Mai, the Mayor of Kaohsiung City (the President of a subsidiary) was
invited to attend a meeting of the Legislative Yuan (the central
government, similar to parent company of a group), he has attended accordingly,
however, he didn’t get the opportunity to express his idea, and Mayor Chen
doesn’t agree this kind of procedure that he has no opportunity to express
idea, either. If it is a budget meeting of a group in enterprises, unless, it
is the President of a subsidiary not be invited to attend the meeting but he
would like to attend just for getting some information, otherwise, those
situation happened in the Legislative Yuan is less possible or it is not
allowed. Usually, the enterprises think that President level managers need to invest
their time in managing the overall their business units’ operating activities,
because of their self-discipline or based on the management rule, there is less
situation they need to make time to attend meetings which are not helpful to
the business units they are managing. Thank you!
B.
If the income of the local government is paid by the
central government, then, please allow me to know that:
- In all the amount of the expense
budget, except for those fixed expense of the local government, after it is reviewed
and confirmed, if the confirmed budget amount is not able to support related
activities’ need, does it mean it is those legislators not allow those units of
the local government to hold those activities of creating their own operating
income?!
In the environment of companies, in
general, after the calculation and
reviewing the cost and benefit of activities, if the profitability will
achieve the expectation( for example: the profitability cannot be only
TWD10,000.-, it needs to achieve specific percentage of margin of current year
or to reach some particular percentage of net income or to reach some kind of
amount), were it not for the significant inappropriateness of the purposes
of the activities or they are banned due to some kind of issues, otherwise,
all those amount the activities need will be agreed. It is not my own unique
opinion, it is a general situation of corporate activities. To integrate those
general situation of the enterprises, please share what are those reasons
support those legislators to delete or adjust expense budget amount of those
activities?! Thank you!
- In expense budget reviewing, from some
kind of perspective, the expense budget spending progress is taken as
the progress of demand and those work performance achieving rate, hence,
please allow me to know those standards the units of government or the
legislators review the amount of fixed expense, the amount of it needs
to keep the same every year or it needs to become smaller and smaller every
year or it needs to increase for some kind of reason?! For example: Those
expense for road repair and asphalt, parks environment renovation, expense for
specific outsourcing tasks or other kind of needs.
If it is appropriate, please share
those significant decreased amount of expense and those items of the local
government and the central government in these recent 2 or N years. In this
kind of topic, I hope could know and learn whether the fixed expense of
our government have ever decreased in the past, and, how frequently it is
reviewed and what those standards for review and for the reviewing frequency
are. Thank you!
- May I know the central government considered
elements for their assessing the required amount of funding allocating to
those local government?! For example:
i.
Must it be the same items or amount as last year, and,
what are those reasons causing they [must be the same as last year]?! I hope
could know from this kind of discussion that whether there is risk in
the budget system of our country that local government must spend money to
obtain the budget amount of next year and actually it is not a required amount,
or, how the government can do to prevent from this situation happening?!
This situation exists in the budget
amount of Marketing in enterprises, or, there is no defined
required review for fixed expense every year, and, in some auditing
findings in the enterprises, there are similar situations that the companies continuously
paying money to specific suppliers, the business transactions are real,
however, they are not necessary. To escape from this kind of risk, besides
doing the auditing, how the units of government do to prevent from it?! Thank
you!
ii.
I hope could consult the units of the government about
the work indicators or information the government uses in assessing the
difficulty of the local government creating income or doing fundraising in
their own environment?! In the discussion of this topic, I hope could know the considered
elements and the corresponding operating environment, please share
your opinion, thank you!
C.
If we assume above suggestions for theme 3 in paragraph 5
are applicable, the useful elements are more than not useful elements, then,
please allow me to know:
- How many direct reporting lines under
the Premier of the Executive Yuan can be simplified?! In this topic, the unit
of the Premier of the Executive Yuan is able to release its management
responsibilities and the resources available for use of the work departments
under the Premier will become bigger, they are able to centralize the demand of
budget of the same nature (the demand of
country level, for our people need or for suppliers and activities need), in
fact, it is because the scale of activities will become bigger due to the work
integration, it allows the number of suppliers who can participate in the
bidding becoming more, and the result of centralizing the demand increases the
bargain power of the government and it also enhance the products and service
supplying quality accordingly etc., it leads to the work professions of the
government becoming centralized.
- Is it possible to transform current
existing units of the government the units that must create income to the
government?!(it is similar as transforming a cost center to a profit center),
and, in general, which kind of units of the government are possibly transformed?!
Is there any possibility to assign current public servants to handle this kind
of professional work?! Why?!
In this topic, I hope could know the
job types of current units of the government and the possibilities of their
transforming and the possibilities of current human capital to support business
transformation of the units of the government. Thank you!
- I hope could consult the unit of the
government similar to the Chief Strategy Officer of the companies about
the way they select work successor department after they have successfully
built up new business work model?! Or, if the work is a kind of current
business extension and belongs to a particular current department of the
government, in general, how they assess or how they confirm that particular
department have already had qualified people who possess enough professional
knowledge to conduct the new work in the future?! As we know, the qualification
of people and the professional knowledge they have influence on the work
efficiency and work effectiveness, and, according to the theme, there is also
impact on the appropriateness of the budget amount and on the rule of their
assessment the work transition at the moment they are changing the work owner
and in the long term operating.
There are many kinds of situation exist
in the enterprises:
i.
There is a new business planning staff A directly rotate
to be the GM of the new business, and, because this A staff will leave from the
Chief Strategy Officer’s department, it becomes a work vacancy and the Chief
Strategy Officer will recruit a person internally or from external source
to do A’s job once A rotates.
ii. There is also a situation that the company will recruit B
to own the new business from A and be the new business’ GM. In both I and ii,
they are both professional work experience oriented to hire the person and team
to do the work, and, some of the companies doing it also for people replacement
purpose, for the medium or in the long term goal, they use the work
performance result in deciding those people to leave from or stay working
in the work environment (A and current work staffs), on the other hand, it is
because their current work is not reserved, it also doing the work rotation
based on employees’ willingness, to those employees who would like to accept
the work rotation, it is a kind of career growth opportunities and taking the
work challenge.
iii. To recruit B as the GM, and the headquarter will assign a
team to support B, it includes a CFO from the headquarter for team B, they will
help B to quickly understand their group work operation and they also are
responsible for the financial control, internal control work and they directly
report to the financial performance monitoring department of the headquarter. Team
members of this assigned team are allowed to apply for another work opportunity
in the group or going back to work in their previous job of the headquarter. Thank

In all the units of the government, in the past 24
months, which department has the highest and lowest staff turnover rate?!
- Usually, how the departments of
government review this kind of situation?! For example: What kind of report the
government use for reviewing, the reviewing work frequency and how to classify
all the employees etc.?!
- In the report or results in the
statements of above item, how the government interpret the number in the report?
And what are those work solutions or procedures after the report? Please share
the situation. Thank you!

Some of the work operation efficiency relies on system
work operation efficiency. Please allow me to know the overall system work
owner department of the government, and, similar to the Chief Information
Technology Officer of the companies, what is the job title of the head of
the responsible work department and the units of the department?!

If we can go back and review the historical record,
please share some system implementation cases with significant cost of the government
since the government established?!
- The purpose of the topic is to know the
work independency of suppliers selecting work. Part of the reasons are
because there are many people working in our government, and, I hope could know
whether people who work in the government can be spouse relationship or blood
family members of current working people in the government, former
employers or how to define and avoid
parties of interest be the suppliers?! And, how to know in order to avoid this kind of situation?! Or,
it is defined no need to prevent from it?! Thank you!
- If it is appropriate, please share
information including above theme 2 in paragraph 4 about the questions (1)A.It is about the
assessment of our National Health Insurance work processes and its system work
processes, finally, it chose to build
up new system work processes, please also include computer system
related assessment and the reasons. Thank you!

government’s governance, please share the rule of how the units of the
government assess the work performance of the central government and the local

packages of ointments, potions, and pills without labeling the ingredients.
What is the legality of it?! How should the public respond?! What is the status
of government propaganda?!

I don’t know the legality, and I guess it exists in our daily life, how we need
to react in this kind of situation?!
- If it is an abnormal situation and
people living in rural areas
of this country have encountered it with less medical resources close to them,
how the better way is for them to deal with this kind of situation?! Or,
currently, what does the unit of the government do to prevent from its

In our country, if people find that their mobile phones
or computer equipment are suspected of being hacked, in what situation should
they go to suppliers to deal with it and in what situation should they call the
police to deal with it?! If people call the police, is there any kind of
response or specific document people will get?! What is the standard work procedure?! It means, if there is no particular response or document, people will know it
is an abnormal situation, and, the standard work procedures will give guidance
to people to another unit of the government to report this weird situation (Y/N

civil servants work complaints, those civil servants including but not limited
to people of military service and the police officers. In the discussion of

How to ensure those standard
work procedures meet national expectation? The ideal standard work
procedures include but not limited to above mentioned civil servants topics
about: If the reported cases are confirmed they happened, in the enterprises,
the employers are allowed by the law they can lay off or fire involved
employees, however, under the legal regulation, the government is not allowed
to lay off or fire involved civil servants, it is obviously that in the
regulations, the discipline constraints imposed by government units on civil
servants are lower than those imposed by enterprises on employee discipline.
And, it becomes a situation that the civil servants still can enjoy official
work pension and related benefit resources from the government and they still
have the opportunities to rotate jobs to another units of the government,
it doesn’t meet public expectation.
Above are the questions I hope could
know the answers from the government.
